Atlantic Arc Cities

Coinciding with the 13th World Conference of Cities and Ports which will take place this year in Saint Nazaire and Nantes, the Conference of Atlantic Arc cities will hold  on 21 June afternoon in Nantes the meeting of its Port Cities working group, piloted by the city of Saint Nazaire.
Following the success of the meeting of November 2011, on this occasion the selected topics are marine renewable energies, the project Portonovo and the developments of the Atlantic Strategy.

The City Council of Avilés has been chosen as a finalist for the award for best practice in regeneration of coastal cities, called this year by the Council of Europe (COE). Last April 26, in the meeting of the COE Parliamentary Assembly held in Strasbourg, the President of the COE, Jean-Claude Mignon, and the President of Congress of Regional and Local Authorities of the same entity, Keith Whitmore, have announced the winners of this award. The awards ceremony will take place on 9 may (Europe day) in the British town of Blackpool.

The Council of Europe is an intergovernmental organisation with 47 Member States, born in 1949 and aimed at promoting human rights and cultural diversity in Europe and combating social problems across a wide spectrum. The awards ceremony will take place on 9 may (Europe day) in the British town of Blackpool.

The prize for best practice in regeneration of coastal cities (where 48 experiences have applied) has been an initiative of the Association by the Local Government of Great Britain, and wants to recognize and disseminate the best examples in Europe in the improvement and development of coastal areas, at the local and regional levels. The programme has been included among the activities implemented under the British Presidency of the Committee of Ministers of the Council of Europe.


The Congress, which will take place on 25-26 June in A Coruña, gathers for the first time all European borders in order to make their voices heard at a critical moment
The "Congress of Europe's borders: smart cooperation", to be held on 25 and 26 June in A Coruña will be the first European Congress of borders and peripheral territories. This event takes place at a time the rules of game both political and financial for the next period of 2014-2020 programming are being discussed; discussion that occurs at a particularly difficult time for the process of European construction.
The context of the current crisis is causing that the construction of social and citizens Europe that was promoted by Jacques Delors is being replaced by the Europe of bailouts, markets and cuts. So the border and peripheral territories have their future at stake and thus they doubt between pushing a way out of the crisis, which recovers the spirit of European construction, or submitting  to purely economic decisions that will not take into account the particularities inherent to their geography.

SEAS-ERA (2010-2014) is a project funded by the EU FP7 ERA-NET Scheme, which aims at coordinating the national and regional RTD activities on marine and maritime research. This 23rd and 24th April, CAAC was invited to participate in a meeting in Lisbon to discuss A draft Marine Research Plan for the European Atlantic Sea Basin, a document issued by the SEAS-ERA Atlantic Partnership. In addition, stakeholder views are now invited through an online survey until 31st May.

CAAC presented a proposal based on the necessary transfer from research to local authorities, so as to enable informed decision-making, effective local policies and ownership by citizens. In an ecosystemic approach of the Sea Research, the relationship with the land must be guaranteed. Other topics to be highlighted were the importance of the Atlantic Ports, the construction of proactive social acceptance and capacity building for policy stakeholders.

In less than six months now, from 18 to 21 June 2012, the flagship event for port cities of the whole world will open: the 13th World Conference of Cities and Ports: www.citiesandports2012.com

As regards the programme, Geraldine Knatz, General Manager of the Port of Los Angeles and President of the International Association of Ports and Harbours (IAPH), and Suren Erkman, international specialist in industrial ecology, have already confirmed their participation. Over 150 propositions of papers coming from all the continents have been received which promises a very rich programme.

To extend the conference, we are proposing to you either to discover the City Port projects in Paris on the invitation of "Ports de Paris", or to immerge yourselves in the atmosphere of the "Volvo Ocean Race" by travelling to Lorient at the invitation of the City of Lorient!
