With the aim to encourage the creation of companies, Caen invites them to settle or to develop their activity in two Urban Duty-Free Zones (La Guérinière and La Grâce-de-Dieu). In return, companies based in this territory benefit from tax and social exemptions. This measure includes a preferential hiring clause, partially reserved for the inhabitants of the sensitive urban areas of the agglomeration of Caen.
Caen also counts on the CitésLab plan in order to stimulate entrepreneurship in priority districts. Implemented by the Caisse des Dépôts and relayed by the Urban Agglomeration of Caen la Mer, the programme CitésLab provides support to budding entrepreneurs from Caen and follows them up throughout the process of creation of a company.
In this sense, Caen meets several main principles of the Europe 2020 Strategy regarding the increase of the rate of employment and social inclusion, and the city is fully involved in the Urban Atlantic Strategy with an innovative social dimension.
